Overview

The appointment of a service provider to render enumeration services for a period of three years. SAFCOL seeks a contractor with forestry enumeration expertise (field data collection, DBH and height measurements, GPS plotting) to conduct specified enumeration activities across plantations. The procurement is governed by NEC4 Term Service Contract (TSC4) and includes a compulsory briefing and on-time bid submission.

Requirements

• Compliance and registrations: register on the Central Supplier Database (CSD); provide Tax Compliance Status or SARS PIN; provide CSD or PIN details per party in any consortium/joint venture; submit a BBBEE certificate or sworn affidavit; complete mandatory forms (SBD 1, SBD 3.1, SBD 4, SBD 6.1) and Central Supplier Database summary.
• Certifications and confirmations: comply with PPPFA and GCC; professional qualifications appropriate to enumeration services; sign the Form of Offer and Acceptance if awarded (SBD7).
• Team and contracts: where applicable, provide signed JV/consortium agreements; sign confidentiality and supplier code of conduct; personnel may require security clearances; comply with Compensation Fund insurance requirements.
• Documentation and disclosure: all bid responses must be on official SAFCOL forms; provide complete responses to mandatory questions; disclose any conflicts of interest.
• Attendance: mandatory briefing attendance; non-attendance may lead to disqualification.

• Pre-qualification: ensure CSD registration, tax compliance, and BBBEE status; provide details for JV/consortium if applicable.
