Overview

Procurement of a service provider to render Internal Audit services for a period of three years to South Cape TVET College (SCC). The contract covers outsourced internal audit across SCC campuses for 36 months, with coordination by the College’s Risk, Fraud and Integrity Manager. Target bidders: certified internal auditors, registered with the Institute of Internal Auditors (IIA), with capacity to lead a two-person engagement team or more.

Requirements

• Be a certified IIA member in good standing.
• Core engagement leadership of two or more auditors.
• CVs for all staff to be allocated; detailed staffing plan.
• Expertise in: Performance Management, HR, SCM, IT/OHS, ICT, Risk Management, and Financial Statements (GRAP).
• Provide three recent references (past 3 years) and a Service Level Agreement with the bid.
• CIDB registration: Not applicable.
• Tax compliance: SARS clearance certificate and Tax Clearance Pin; conduct thereof in consortium if applicable.
• Attest to independent internal audit practice; comply with SCC Charter and governance policies.
• Attend compulsory site briefing (16 July 2026) and relevant meetings.

• Evaluation: three-phase process with Phase 1 mandatory pre-qualification, Phase 2 functionality, Phase 3 80/20 Preferential Procurement points system. Top 3 bidders may be asked to demonstrate at SCC.
