THE APPOINTMENT OF A SERVICE PROVIDER TO REVIEW, UPDATE, AND DEVELOP 8 TECHNICAL COMPETENCY DICTIONARIES WITH PROFICIENCY TABLES ALIGNED TO TCTA’S COMPETENCY MODEL, AND FRAMEWORK FOR A PERIOD OF FIFTEEN (15) MONTHS

Overview

The appointment of a service provider to review, update, and develop eight technical competency dictionaries with proficiency tables aligned to TCTA’s competency model, for a period of fifteen (15) months. Bidders with expertise in competency design and development across HR&OD, CSO, Company Secretary, CRO, EWSS, Internal Audit, CFO and OCEO are invited to bid.

Requirements

• Company must have completed at least three competency design/development projects in the last 10 years, with three signed reference letters or Annexure A.
• Lead competency developer: minimum 5 years’ experience with at least three projects in the last five years; Supporting competency developer: minimum 3 years’ experience with at least two projects in the last five years.
• Contract duration: 15 months.
• Deliverables: 8 discipline-specific dictionaries with 3 proficiency levels; 8 virtual workshops; 8 draft dictionaries in Excel; incorporate client input; weekly progress meetings and a final sign-off report.
• Evaluation and compliance: Stage-based process including returnables, functionality, BBBEE, price, and supplier vetting; provide CVs or Annexure B; pricing via Annexure C; BBBEE to SANAS standards where applicable.
• Additional: Proof of Central Supplier Database (Annexure 4) and relevant SBDs may be required; BBBEE certificates or commissioned affidavits for EME/QSE. (RFB documents)
