Overview

Provision of a Conflict of Interest, Declaration of Interest and Gifts Management System, including supply, implementation, support and maintenance for IDFC for two years. Bidders should be IT software vendors or system integrators with experience in governance/compliance solutions, OEM or accredited-partner status for the proposed software, and capabilities to integrate with IDFC HR system (CRS on MS SQL), CIPC verification, and National Treasury’s CSD, plus strong information-security posture (ISO 27001) and data-protection controls.

Requirements

• The bidder must be the OEM or an accredited/approved partner of the proposed solution, with evidence (letter/certificate).
• The solution must integrate with IDFC HR system (CRS MS SQL) for employee data, organisation structure, manager hierarchy, employment status and role assignment.
• The solution must support integration/verification with CIPC for company/entity and directorship checks.
• The solution must support integration/matching with CSD for supplier verification and risk flags.
• If cloud-hosted, data residency location(s) must be disclosed.
• ISO 27001 certification (valid on tender closing date).
• The solution must provide backup and disaster recovery capabilities.
• Tax compliance requirements: bidders must have SARS PINs/TCS and, if applicable, CSD numbers; all parties in a JV/consortium must provide separate TCS/PIN/CSD; comply with SBD 1 and SBD 4 declarations; vendor must be on CSD and in good standing with SARS.
• Deliverables include licencing for ~500 users, project management, testing (UAT), training, security documentation, and an exit/data migration plan.
