Overview

The Department of Forestry, Fisheries and the Environment invites bids for a multi-disciplinary built environment service provider, including the OHS agent, to plan, design and monitor construction for a Material Recovery Facility (MRF), composting facility and related supporting structures in Kouga Local Municipality, Eastern Cape, for 36 months. Eligible bidders are built-environment consultancies capable of delivering architecture, civil/structural, electrical engineering and OHS services, with JV options and requirements for CSD registration, tax compliance (PIN) and professional registrations; the contract contemplates four Phases (Inception to Close-out) and a mandatory briefing, with an extended closing date of 11 November 2026.

Requirements

• Multidisciplinary team: Architecture, Structural/Civil Engineering, Electrical Engineering, Quantity Surveying, OHS agent; CVs per Annex B.
• Professional registrations where applicable (e.g., ECSA for engineers; SACAP for architects).
• Compliance: Tax Compliance PIN; CSD registration; separate TCS/CSD for joint ventures or sub-contractors.
• Bid forms: Complete SBD1, SBD3.3, SBD4, SBD6.1; pricing per Annex A1; 120-day price validity.
• Procurement rules: Open tender; 80/20 Preferential Points; Specific Goals with points for Black ownership, Women, and people with disabilities.
• Briefing/site visit: Mandatory briefing on 09 Oct 2026; site visit details provided in the bid documentation.
