Overview

The SANParks RFQ seeks a service provider to supply helicopter services to conduct an annual aerial census in Mokala National Park for the Arid Research Unit - Scientific Services (RFQ-149-26). The once-off operation in September 2026 requires a four-seater Jet Ranger or equivalent and about 32 survey hours, with strict safety, navigation, and wildlife survey capabilities.

Requirements

• Valid SACAA Air Operating Certificate (AOC) in bidder’s name.
• SACAA Air Operations Specification (OPSPEC) with General Air Service Class III, Aircraft Category H2.
• Valid Air Services License (ASL) Class III with Types G3, G10, G15 and ASL category H2.
• Valid Commercial Pilot License with Cull Rating for the dedicated pilot (SACAA).
• Combined 3rd party and passenger liability insurance minimum of R50,000,000 per incident; insurance reference and a letter of undertaking.
• Pilot hours: minimum 500 hours for aerial census; minimum 1000 hours for helicopter turbine/piston.
• Certified copies of pilot logbooks, licenses, medical, CRM, DG certificate, and pilot employment contracts.
• Aircraft specifications: safety equipment, emergency plan with flight-following, ground-to-air comms, high skids, wildlife-darting capability, GPS bearing for transects, removable/sliding doors, and real-time survey software.
• Registration and compliance: Central Supplier Database (CSD) registration; SARS Tax Compliance Status PIN or Tax Clearance; proof of VAT registration.
• BBBEE: valid BBBEE certificate or sworn affidavit; SBD forms 1, 4, 6.1, 7.2 completed.
• All bid documents (SBD forms, pricing schedule) completed on official forms.
