Overview

The RFP seeks to appoint a panel of suppliers to supply and deliver OHTE and substation materials (insulators and isolators) in various material categories on an as-and-when-required basis for 36 months in PRASA KwaZulu-Natal. Target bidders are electrical-material suppliers capable of delivering insulators/isulators and related items, with appropriate accreditations (QA/SABS or equivalent), and who can meet PRASA’s OTIF delivery, compliance, and contracting requirements. Bidders must be registered on the CSD and Tax compliant, with relevant BBBEE/ CIDB considerations.

Requirements

• Accreditation/quality: supply/delivery certificates for relevant materials; SABS or equivalent approvals.
• Compliance: registration on the National Treasury CSD; SARS Tax Compliance (PIN/TCS) where applicable; vendor JV/consortium details if used; confidentiality obligations.
• Financial: evidence of financial capability (e.g., cash flow showing liquid cash > R50,000).
• Delivery and performance: OTIF delivery; 21 working days after PO (or manufacturer-provided evidence if longer); acceptance of PRASA’s Bespoke contract; 30-day payment after valid tax invoice.
• Insurance: insurance for works/goods and public liability.
• Governance: adherence to PFMA/PRASA terms; non-collusion and fair competition; completion of required forms (see Annexes) and inclusion of JV/consortium agreements if applicable.
• Documentation: complete Forms A–H, SBD 4, etc., and return as an integrated response.
• Scope note: panel covers six categories (Cables/Wires, Signs/Licences, Insulators/Isolators, Steel Components, Consumables, General Electrical Material); installation work excluded.

• Briefing: compulsory; attendance certified (Form D Annexure 2) and listed on the attendance register.
• Submission: sealed bid envelopes to PRASA KZN Tender Box No.04, 65 Masabalala Yengwa Avenue, Greyville, Durban Station.
• Documents to submit: Volume 1 Part A (Mandatory), Part B (Technical), Form C (Pricing Schedule), plus SBD forms (e.g., SBD 4) and related annexures. Original plus copies as required; English, A4 format.
• Clarifications: submit RFP Clarification Form to Sihesenkosi Ngubane by 04 Sep 2026; PRASA will issue clarifications to all attendees.
