THE APPOINTMENT OF SERVICE PROVIDER(S) FOR SUPPLYING OF FUEL, AND EXECUTION OF BLASTING OF QUELEA FOR A PERIOD OF THREE YEARS.

Overview

The Department of Agriculture seeks to appoint service provider(s) for supplying fuel and executing blasting of Quelea for a period of three years. The Department may appoint at least one blasting contractor (potentially up to three) to supply fuel and to set up and detonate fuel explosions to control Quelea outbreaks, with winners ranked 1–3 for use as needed.

Requirements

• Certificate of registration with the Chief Explosives Inspector – SAPS for blasting Redbilled Quelea.
• Ability to render service within 24 hours of request and to complete the planned operation with on-site readiness (setup before 11:00 on the day of operation).
• Compliance with the Explosives Act (Act No. 26 of 1956) and mandatory safety measures; contractor liable for any damage caused by explosions.
• Availability of after-hours contact and on-site evaluation procedures; adherence to on-site safety and security rules.
• If a designated contractor cannot perform, the Department may appoint an alternative blasting contractor and recover additional costs; contract may be cancelled for non-performance.
• Adherence to General Conditions of Contract and applicable procurement and anti-corruption provisions; consequences for non-compliance or fraud.
