Overview

The appointment of service providers for Support, Maintenance, Upgrade, Expansion and Transfer of Skills of the enterprise resource planning (ERP) solution implemented by the City of Ekurhuleni (CoE) and all its entities on an as-and-when-required basis from date of award until 30 June 2029 or until the replacement of the system, whichever comes first. The open tender seeks ICT/ERP service providers with capabilities in ongoing ERP support, system upgrades, expansion, implementation of enhancements and skills transfer for CoE entities. Bidders should meet minimum CoE SCM requirements, including registration on the Central Supplier Database (CSD) or CIDB, tax clearance, and related prerequisites to qualify.

Requirements

Registration on the Central Supplier Database (CSD) or CIDB and tax compliance as required by COE SCM regulations.
Submission of the complete bid document set, signed where applicable (Forms A–N) and endorsed with CONTRACT NUMBER A- ICT 03-2026.
Evidence of staffing capability aligned to the evaluation criteria (Senior Developer, Business/Technical Consultant, Junior Developer, etc.) with required qualifications (NQF 6 or equivalent) and years of experience.
Demonstration of financial capacity to deliver (proof of credit/funding of at least amounts specified in the bid documents, e.g., R3 000 000 for ERP-related capabilities and higher for WSO2 integration work).
OEM/vendor accreditation to install, support and maintain the ERP system and relevant references.
Compliance with bid rules (no pencil writing, no correction fluid, etc.) and ability to provide all requested municipal/ enterprise documentation.
Potential multi-bid award and adherence to the COE evaluation framework (price points plus specific goals).

Submission deadline: 08 July 2026 at 10:00, hand-delivered to the COE Bid Box (Ground Floor, Golden Heights, 141 Victoria Street, Germiston 1400) in a sealed envelope clearly marked with the CONTRACT NUMBER and DESCRIPTION. Bids opened publicly after the deadline. Bids valid for 120 days.
