THE APPOINTMENT OF THE PROFESSIONAL SERVICE PROVIDER FOR A PERIOD OF TWELVE (12)

Overview

The appointment of a professional service provider for a period of twelve months to develop a detailed costing and a comprehensive resource mobilisation plan for sustainable implementation of the National Waste Management Strategy. Suitable for firms with environmental economics/finance expertise, costing, stakeholder engagement, and partnership development, with ability to deliver a full costing and mobilisation plan within 12 months and align with NWMS objectives.

Requirements

• Tax compliance and registration: SARS PIN for tax status, CSD registration, VAT if applicable, and compliance documents; separate TCS for each JV/consortium.
• Bidding documents and forms: complete SBD1, SBD3.3 (Pricing), SBD4 (Bidders Disclosure), SBD6.1 (Preference Points); Annexure A (Pricing), Annexure B (CV templates), Annexure C (Consent/Indemnity); master bid document; USB copy; letter of authority.
• Qualifications and team: Project Team Leader with qualifications in Environmental Management/Environmental Science/Waste Management; Key Expert 1 and Key Expert 2 with relevant credentials; CVs as per Annexure B; SAQA evaluation if foreign qualifications.
• Evaluation and compliance: Phase 1 pre-compliance; Phase 2 functionality with minimum 60%; Phase 3 price and PPPFA-based preference scoring (80/20); adherence to GCC and Special Conditions.
• Deliverables and duration: project plan, inception report, bi-monthly progress reports, minutes, stakeholder database and plan, engagement reports, budget and activity-based costing, final resource mobilisation plan with partnerships and M&E plan; 12-month term; MOA and order prerequisites.
