Procurement of the design, manufacture, testing and supply of OPGW Hardware, ADSS Hardware and miscellaneous items to NTCSA on an “as and when” required basis for 5 years. Suitable bidders are fibre-optic hardware manufacturers, OEMs and suppliers with capabilities in OPGW/ADSS components, with local registration and compliance (CSD, CIDB, tax) and ability to provide required documentation and price mechanisms.

Requirements

• Eligibility and registrations: valid CSD registration; CIDB contractor grading; SARS tax clearance/PIN where applicable; no sanctions or conflicts of interest; JV/consortium requirements if relevant; ability to provide security for performance (parent company guarantee or performance bond).
• Mandatory documentation: complete tender with commercial, technical and financial information; all mandatory returnables (SBD forms, Annexures A–G, Integrity Declaration, etc.); local content declarations and CPA-related forms; cataloguing information if required.
• Technical/functional criteria: Functionality scoring based on Annex N.1/N.2 (OPGW/ADSS) with a minimum threshold (e.g., 75%); factory assessment post-award or at first order; compliance with environmental and quality standards; audited financial statements if required.
• Pricing and CPA: contract price adjustment (CPA) rules for longer-than-12-month contracts; separate local and foreign CPA formulae; minimum fixed price portions; VAT included in price; pricing to be submitted in PDF (and Excel copy for price lists).
• Contractual and procurement rules: security for performance (two NTCSA-approved financiers), cataloguing as applicable, non-disclosure, integrity pact, and adherence to PPPFA points (Specific Goals 10 points; Price 90 points); no alternative tenders; cataloguing and post-award supplier checks.
