Overview

Procurement of the design, supply, installation, testing, commissioning and verification of LED arena floodlighting, new floodlight masts and associated electrical infrastructure, and maintenance for ten years at Border Cricket Grounds (Buffalo Park Stadium), Kugompo City. Suitable bidders include electrical infrastructure contractors with CIDB 8EP+ (or higher), joint ventures, and an LED luminaire OEM capable of full design, supply and support (or as a key Subcontractor). Experience with stadium floodlighting and broadcast-grade standards is required.

Requirements

• CIDB: contractor grading designation 8EP+; joint ventures allowed; OEM participation as tenderer, joint venture member, or named key Subcontractor (with restrictions).
• CIDB rules: subcontractor/OEM grading cannot be used to meet the main contractor’s requirement.
• Prequalifications: CIDB registration, CSD registration, SARS tax compliance, COIDA good standing, Electrical Contractor registration and NBCEI, and attendance at compulsory clarification meeting/site inspection.
• Technical/design gates: Stage 1 mandatory technical compliance (M1–M9) with Schedule B6; Stage 2 thresholds (75% across 2.1–2.5); Stage 3 presentation; Stage 4 price and 90/10 preference (B-BBEE and locality).
• Ownership/engineers: nominated responsible electrical and structural engineers (ECSA-registered); OEM authorisation letter for luminaires (or OEM as tenderer).
• Documentation: returnable documents (Schedules B1–B7, B8–B17, etc.), lighting design and photometric data, and warranties.
• Local/BBEE: B-BBEE verification and proof of business locality; locality points usable in Stage 4.
