The establishment of an enabling agreement for the provision of SPU meter reading services for the various areas in KZN Operating Unit, in Central East Cluster for Distribution Division (on an as and when required basis) for a period of thirty-six (36) months.

Overview

The procurement is an enabling agreement for SPU meter reading services for Eskom's KwaZulu-Natal Operating Unit, Central East Cluster, Distribution Division, on an as-needed basis for 36 months. Bidder should have field-service meter reading capability, route knowledge, GPS-based data capture, and compliance with Eskom’s SHEQ rules, ISO 9001-based quality management, and statutory requirements (COID, tax clearance, SANAS B-BBEE or applicable B-BBEE affidavit), plus supplier integrity commitments.

Respondents must demonstrate: ISO 14001 environmental management (certificate); ability to sign Eskom’s SHE rules and provide an Environmental Management Plan and Environmental Policy; SPU meter reading experience with evidence per SPU Technical Criteria; a QMS aligned to ISO 9001 (Supplier Quality Management spec QM 58, including Quality Plan/ITP, and pre/post-contract monitoring); and compliance with NEC3 terms and tender returnables and integrity commitments.

The project uses tender documents including SBD forms, NEC3 Term Services Contract, and multiple returnables, with eligibility checks (COID, SARS Tax clearance, SANAS B-BBEE).
