Overview

The implementation, operation and support of a card-based/voucher grant disbursement solution for Harry Gwala District (once-off/one month). The KwaZulu-Natal Growth Fund Agency seeks a payments platform provider to configure, deploy, operate, and maintain a secure, auditable disbursement system for 190 approved beneficiaries at up to R50,000 each, with real-time visibility and reconciliation. Bidders should have experience in payment platforms/card management or electronic grant disbursement, and possess security/compliance capabilities (POPIA, PCI DSS, ISO 27001). Requirements

Relevant experience in payment platforms, card management or electronic grant disbursement; attach signed client reference letters (max 5 yrs) (Stage 1).
Key personnel & technical capacity: dedicated PM (PM cert + 5+ years), Technical Specialist (IT degree + certifications + 3+ years), Training & Support Specialist (training qualification + 3+ years).
Authority accreditation & security credentials: PASA, SARB participation/sponsorship, PCI DSS, or ISO 27001.
Insurance coverage: Professional Indemnity, Public Liability, and/or Cyber/Crime insurance.
Financial sustainability: last two years’ audited/reviewed financial statements.
Project plan & implementation methodology: phased deployment, sandbox/UAT, risk, security, supplier onboarding, and handover.
