Overview

The Mogale City Local Municipality seeks a registered professional service provider(s) to provide auctioneering services to dispose of municipal movable and immovable property on an as-and-when-required basis for a period of three years. Suitable bidders are registered auctioneers with SAIA membership, able to operate in Mogale City (CSD/TCS/tax-compliance), and prepared to meet PPPFA requirements and the municipality’s bid rules.

Requirements

• Must be a registered professional service provider for auctioneering; submit SAIA membership certificate in the bidding company’s name.
• Tax compliance: SARS PIN/TCS, or equivalent; CSD number if no TCS.
• Central Supplier Database (CSD) registration is required; multiple parties in JV/consortium must have separate TCS/CSD.
• Bid documents must be the official Mogale City forms (MBD 1, 4, 6.1, 8, 9) and completed in black ink; no electronic signatures; attendance at mandatory briefing.
• Experience handling auction rings and a clear plan for disposal of municipal assets (movable and immovable).
• Pricing must be on the official pricing schedule; VAT inclusive where applicable; 120-day validity.
• CSR: 2% contribution if bidder is not Mogale-based.
• Compliance with PPPFA 2022; 80/20 preference points (price 80, specific goals 20); B-BBEE evidence required for preference points.
• Additional municipal requirements: proof of rates/tax status, lease or municipal account if property is not owned, and sworn affidavits where necessary.
• No bids from persons in the state’s service; documents must be submitted on official forms and not re-typed; JV documents must be notarized.
