Overview

The Nairobi Central Station SGR Link Project is being procured on an Engineering, Procurement & Construction (EPC) basis by Kenya Railways. This Open Tender targets large-scale railway infrastructure works; bidders should be capable EPC contractors with relevant rail project experience, and meet Kenyan procurement and licensing requirements (NCA, PPRA, etc.).

Requirements

• Compliance with Public Procurement and Asset Disposal Act 2015 and related corruption/debarment rules; sign required integrity declarations.
• Eligibility to tender, including JV options with joint liability and a nominated representative; no conflicts of interest.
• Nationality and local content: foreign tenderers must source at least 40% of inputs locally; JVs must meet nationality and subcontracting rules.
• Regulatory registrations: National Construction Authority (NCA) registration before contract award; PPRA exemptions for JVs if applicable.
• Performance-related: bid security of KSh 120,000,000 (valid for 240 days) or equivalent Tender-Securing Declaration; price and technical conformity requirements.
• Goods origin and environmental criteria; site access and inspection rights for the Procuring Entity.
• Tender validity, dispute resolution, and evaluation procedures as outlined in the tender documents.

• Submission: physical, sealed tender delivered to the Kenya Railways Tender Box (Block C Reception, Haile Selassie Ave) by the deadline; electronic submissions are not permitted.
• Deadline: 6 July 2026 at 2:00 PM East Africa Time (late tenders will be rejected).
• Documents to submit: Form of Tender; schedules; Tender Security or Tender-Securing Declaration; qualifications; technical conformity; Joint Venture documents if applicable.
• Pre-tender: a meeting and site visit may be held as per the TDS; questions in writing by deadline.
• Opening: tenders opened publicly after the deadline at Kenya Railways HQ (Block C, Sattima Conference Room, 1st Floor) in the presence of attending bidders.
