Overview

Procurement of a 10,000-tonne consignment of torrefied biomass pellets for full-scale co-firing trials at a coal-fired power station, for a 12-month period. Open to bidders in biomass fuel supply/manufacturing with torrefaction capability; bidders should have proven biomass supply experience and Eskom/utility-like credentials. Requirements

• Manufacture and supply 10,000 tonnes torrefied biomass pellets meeting Eskom specs (wood feedstock, 6–10 mm diameter, 3.15–35 mm length, ~530 kg/m3, <10% moisture, ≥21.5 MJ/kg CV, fines <5%).
• Demonstrated experience in supplying torrefied biomass and delivering to Eskom or comparable utilities.
• Compliance with Eskom procurement rules: open e-tendering, 24-week tender validity, clarifications by 16 Sept 2026, NEC3 contract framework, and mandatory contractual/documentary returns.
• Registration/returnables: CSD registration; Tax clearance; COIDA/environmental/OHS compliance; latest financial statements; SBD 1, 6.1, 4 and Annexures A–J; pricing in PDF and Excel; CIDB where applicable (not required for this contract).
• Additional requirements: site/quality/safety documentation, EE/EC compliance as applicable, and potential security for performance.
• Evaluation: technical capability (30%), relevant experience (40%), delivery/long-term support (30%); minimum 70% technical threshold; price and specific-goal scoring (PPPFA 90/10).
• Contract: NEC3 ECC, with cataloguing, reporting, and potential returnables post-award. (See Invitation to Tender and Annexures in the attached documents).
