• Subcontracting/ JV: JV allowed with joint venture agreement or letter of intent; joint members jointly liable.
• Local content: foreign bidders must prove at least 40% of inputs sourced locally.
• Other: ensure eligibility and avoid conflicts of interest; provide necessary documentary evidence as required.
