Overview

The procurement is for the provision of a JSE Debt Sponsor for SANRAL for sixty (60) months. Bidders should be financial institutions with demonstrated experience as a JSE debt sponsor, including regulatory advisory, documentation review/submission, SENS announcements, and ongoing compliance with JSE Debt Listings Requirements. Key prerequisites include JSE accreditation, tax and supplier database compliance, and B-BBEE verification.

Requirements

• JSE Debt Sponsor Accreditation (provide JSE confirmation letter or listing) and proven debt sponsor experience.
• Tax compliance status with SARS (PIN) and ability to provide a TCS or proof of SARS status.
• Registration on National Treasury’s Central Supplier Database (CSD); each JV member must be registered.
• B-BBEE verification certificate or sworn affidavit (valid and within the required timeframe).
• Compliance with returnable documents (e.g., SBD1 and forms A2–A20 as applicable); include JV agreements if applicable.
• Potential security clearance requirements for personnel and subcontractors.
• If forming a Joint Venture, a signed JV agreement or written confirmation of intention to JV with clearly defined ownership/Responsibilities.

• Submission deadline: 25 June 2026 at 12:00; sealed in an envelope, clearly marked with RFP 67190/1990/2025/01, addressed to SANRAL’s tender box at 36 Assegaai Wood Road, Rooihuiskraal, Centurion. Include one original, one hard copy, and an electronic copy (memory stick).
• Documents to submit: SBD1 form and all mandatory returnable documents (Form A2–A20 as applicable) plus evidence of JSE accreditation (Form B1), B-BBEE verification (Form A12), and CSD registration (Form A7).
