Overview

The City of Cape Town seeks to procure an armed carrier service for collecting, banking and delivering cash and documents. The contract runs 1 July 2027 to 30 June 2030. Bidders should be private security/armoured transport operators with PSIRA registration, cash-in-transit capability, and evidence of relevant experience. The process uses a single-stage bid (no two-envelope system).

Requirements

• PSIRA registration for the tendering entity; proof required at closing or on request.
• Minimum 2 years’ experience in armed carrier banking services and at least one contract in the last 5 years (returnable Schedule 13A).
• An electronic collection system that records/tracks cash deposits; submit a technical spec meeting minimum requirements (e.g., service personnel identification, receipts, tracking, on-site electronic receipts with signatures).
• Key security personnel: minimum 20 PSIRA-registered personnel (Grade C), with proof of registration (Schedule 13B).
• Armoured vehicles: minimum 15 dedicated armoured vehicles; provide registration certificates, lease agreements or letters of intent (Schedule 13C).
• Supplier Database (CCT) and National Treasury CSD registrations; Tax Compliance Status PIN (SARS) to be provided; separate certificates for joint ventures.
• Compliance with SCM Policy, declarations of interest, conflict of interest, and other returnable documents; due diligence and risk assessment provisions may apply.

How to Apply

• Clarification meeting: 3 July 2026 at 10:00 via Microsoft Teams (Meeting ID: 362 546 441 451 359, Passcode: 4bC9NT9L). Not compulsory but strongly recommended; briefing may also occur at the Civic Centre briefing venue.
• Submission deadline: 21 July 2026, by 10:00. Tender box: 2nd Floor, Civic Centre, 12 Hertzog Boulevard, Cape Town (box 222). Large submissions may require alternative instructions.
• Submission method: sealed envelope with tender number and description; submit original tender offer plus required copies in one or two envelopes as applicable; hard copies if requested; electronic submissions may be restricted per conditions.
• Documents to submit: Form of Offer and Acceptance, Price Schedule, Returnable Documents (Schedules 13A/B/C, and related declarations), Schedule F compliance forms, and supporting certificates (including PSIRA, tax, and CSD/Supplier Database registrations). • Registrations: register on the City of Cape Town Supplier Database and the National Treasury CSD; provide SARS Tax Compliance PIN; proof attached or provided on request.
