Overview

The procurement is for civil construction services at Duvha Power Station for sixty (60) months. Bidders should be civil construction contractors capable of long-term execution, CIDB-registered, and able to demonstrate ISO 9001 Quality Management System, OHS/EHS compliance, and environmental management. A site meeting is planned, and bids close on 2026-10-02 at 10:00.

Requirements

• CIDB registration and proof required by closing (CIDB categories applicable to civil works; proof or evidence to be provided).
• Evidence of a Quality Management System in operation, aligned with ISO 9001 (Category 2 quality requirements) plus completion of Form A and related QMS documentation.
• Environmental obligations: Environmental policy in line with ISO 14001:2015; compliance with Duvha waste management (ENVP0005) and hydrocarbon procedures (ENVP0030); safe work procedures addressing environmental impacts.
• Occupational Health and Safety: full OHS planning, costing and competency; site safety plan, training (Annexure C1), PPE, risk assessments, incident investigation, etc.
• Tender returnables: Declaration of Shareholding/Beneficiaries (T2.2), SDL&I Undertaking, CIDB proof, COIDA Good Standing, and other mandatory documents; Form A signed as per requirements.
• Compliance with laws and standards: National Treasury/ CIDB PPPFA, safety, health, environment and quality (SHEQ) requirements; CIDB CSDG and CPG goals where applicable.
• Cataloguing, ITP/QCP deliverables, and post-delivery/contract quality plan expectations (as per attached QCP templates and tender returnables).

• Prepare and submit mandatory returnables: Form A, QCP/ITP, ISO 9001 evidence, Environmental policy, OHS plan and costing (Annexure C1), CIDB proof, SDL&I Undertaking, Shareholding Declaration (T2.2), COIDA, etc. (document filenames noted in attachments).
• Submit by 2026-10-02 10:00. Electronic submission via the NT Eskom e-Tender Portal is required; if required, also provide original paper tender (Original) and copy, sealed and marked as Confidential.
• Follow Eskom Standard Conditions of Tender for submission format, timekeeping (SAST), and addenda/additional requirements (site visit, clarifications, and potential extensions).
