THE PUBLIC PRIVATE PARTNERSHIP OPPORTUNITY FOR THE FINANCING, REDEVELOPMENT, OPERATION AND MAINTENANCE OF THE CONCESSION AREAS IN THE SUIKERBOSRAND NATURE RESERVE (SNR)

Overview

The Public Private Partnership opportunity to finance, redevelop, operate and maintain the concession areas in the Suikerbosrand Nature Reserve (SNR). Issued by Agriculture and Rural Development as a two‑stage PPP process: an Expression of Interest (EOI) to pre‑qualify bidders, followed by a closed online tender. Bidders should demonstrate capability in development finance, large‑scale redevelopment, park concession management, and ongoing operations and maintenance, with proven technical and financial capacity to deliver a nature-reserve concession.

Requirements

• Demonstrated ability to finance, redevelop and operate/maintain concession areas (PPP experience).
• Evidence of technical and financial capacity, plus details of the proposed team and qualifications.
• At EOI stage, pricing will not be evaluated; evaluation is based on functionality, with only qualifying bidders advancing to the next stage (closed online tender).
• Compliance with pre‑qualification materials and any privacy/consent provisions as applicable to bid processing.

How to Apply

• Submit an Expression of Interest to identify and pre‑qualify bidders for development, management, operation and maintenance of SNR concession areas (Special Conditions of Contract: Tender pack – Section E-EOI).
• Expect a functionality-only evaluation at the EOI stage; pricing will not be considered at this stage.
• Briefing session: Mandatory on 16 September 2026 at 07:00, venue 56 Eloff Street, Marshalltown, Johannesburg. Attendance will be recorded.
• Closing date for submissions: 23 November 2026 at 09:00.
