Overview

Renovation and upgrade of the electrical power supply works at Towoomba Research Station in Waterberg District, Limpopo. Relevant bidders are electrical/MECHANICAL contractors with CIDB 4EB or higher (or a compliant JV) and related capabilities (installation, transformer upgrades, generators, solar backups, and streetlighting).

Requirements

• CIDB: grading 4EB or higher (or lead partner with equivalent; JV components must meet CIDB rules).
• Valid CIDB registration for all JV partners; cross-qualification as specified.
• CIDB/JV documentation: JV agreement, roles, and bank account details; separate SBDs for each JV member.
• Pre-qualifications: CIDB grading; CIDB registration; CSD registration; tax clearance; in-service-state restrictions compliance.
• Returnable documents: SBD 1, 3.1, 4, 6.1; Bank rating; COIDA/Workmen’s Comp; VAT status; complete BOQ; Enterprise Questionnaire.
• Technical: CVs and qualifications for key personnel; evidence of experience in similar electrical works; site personnel (Site Agent, Foreman, Safety Officer, Electricians, Plant Operator).
• Insurance and guarantees: 10% performance guarantee (or bank/insurance intents); insurance of works; security considerations.
• Financials: bank rating (minimum level C for evaluation). Pricing must include VAT; fixed rates for contract duration.
• Special conditions: GCC 2010; re-measurable works; retention up to 10% (capped), latent defect period 5 years, defects liability 12 months.
• Compliance: no corrupt/fraudulent practices; site briefing attendance mandatory.
