Overview

Procurement of the replacement of single‑phase electrical meters and associated equipment under a 36‑month contract. Target bidders are electrical meters/installations contractors with relevant meter replacement experience and the capacity to meet CCT SCM rules, tax compliance, and quality standards (e.g., ISO 9001). The CCT intends to appoint a winner (and possibly an alternate) and to conduct a single‑stage process (no two‑envelope system).

Requirements

• Compliance with the City of Cape Town SCM Policy and tender conditions; all returnable schedules completed.
• Minimum functionality score of 60/100; proof of past meter replacement/install contracts (past 5 years).
• Mandatory declarations: Conflict of Interest, Declaration of Bidders’ Past SCM Practices, Certificate of Independent Bid Determination.
• Tax compliance: SARS Tax Compliance Status PIN; register on CSD and CCT Supplier Database (and each JV party if applicable).
• Evidence of qualifications: health and safety plan if requested; two NRS040 qualified personnel (or approved sub‑contractor arrangement); professional engineer registration (ECSA) or equivalent as requested; adherence to Occupational Health and Safety Act.
• Samples, testing, and approvals as specified; contract documents may require samples and performance safeguards.
• Evaluation includes price, preferences, and risk analysis; negotiations possible with preferred tenderers.

How to Apply

• Submission: one sealed tender in the official Tender Box at Civic Centre, 12 Hertzog Boulevard, Cape Town (Tender Box No. 245), clearly labelled with Tender No 289S/2025/26 and description; submit before the closing time.
• Documents to submit: Form of Offer and Acceptance; Price Schedule; Returnable Schedules (including List of Other Documents Attached by Tenderer); Details of Tenderer; Tax Compliance PIN; CCT Supplier Database and National Treasury CSD registrations; all required declarations and supporting documents.
• Pre‑qualifications: ensure tax compliance and supplier registrations; comply with all SCM returnable documents (Schedule F series) and any required certifications.
