The Road Accident Fund (RAF) wishes to appoint a qualified and experienced service provider to conduct an External Quality Assurance Review (EQAR) for the Internal Audit Department, in line with the Global Internal Audit Standards issued by the Institute of Internal Auditors (IIA), for a period of three (3) months.

Overview

Procurement of an External Quality Assurance Review (EQAR) of the Road Accident Fund Internal Audit Department, aligned to the Global Internal Audit Standards (IIA) for a 3-month engagement. Bidders should be qualified service providers with demonstrated EQAR experience, CIA and Institute of Internal Auditors-certified Quality Assurance Assessors, and the ability to supply client reference letters and CVs for key personnel.

Requirements

• Minimum five (5) external quality assurance reviews with signed reference letters from clients.
• Partner/Director must have led at least four (4) EQAR projects and be a Certified Internal Auditor and Certified Quality Assurance Assessor.
• Project Manager must be a Certified Quality Assurance Assessor.
• Two QA Assessors (resources) must be Certified Quality Assurance Assessors.
• Provide CVs and copies of certificates; furnish five client reference letters with service details, year, and scope; CSD and SARS tax compliance; not from RAF Internal Audit Panel; no collusion or multiple entities per bidder.
• Compliance and specific-goal proof for Preferential Procurement (HDI, Women, Disabilities) with associated documents (e.g., CSD report, ID copies, medical certificates).
• Complete and sign all Annexures (RFQ package) and adhere to RAF procurement conditions and evaluation process (80/20 pricing; 60+% threshold on technical/functional).
• Prices to be quoted VAT inclusive in ZAR; adherence to the cost schedule (Annex E). (RFQ documents: Annex A–F, including SBD4 and SBD6.1).
