Overview

REQUEST FOR PROPOSALS FOR THE LEASE OF ERF 3045 PIETERMARITZBURG FT, a filling-station site with ancillary services, is being issued by SANRAL. Bidder candidates should have proven experience in operating or owning commercial property that includes a filling station, and must be registered on the National Treasury Central Supplier Database (CSD), be tax compliant, and meet B-BBEE requirements.

Requirements

• Demonstrable experience operating a filling-station property (as lessee or owner) with verifiable evidence.
• A Detailed Maintenance Plan covering asset register, maintenance schedules, health & safety, hazardous substances, inventory, and soft services.
• Ability to obtain/regulatory compliance for land-use rights, environmental authorization, site license, and retail license; evidence of familiarity with relevant approvals.
• Tax compliance: SARS PIN or CSD registration; separate compliance for joint ventures/consortia; full documentation for all parties.
• Returnable documents including SBD forms and JV documents if applicable; proof of authority for signatory; declarations on debt, DPIP/FPPO, and fronting practices.
• Compulsory participation in the briefing and site visit; no late submissions.

• Submission deadline: 14 August 2026 at 12:00; queries close 6 August 2026 at 16:00.
• Submission method: sealed bid in SANRAL’s tender box in Pietermaritzburg; one original hard copy plus electronic copy.
• Documents to submit: fully completed pricing schedule and form of offer (SBD7), SBD 1, and all returnable documents (Forms A1–A15; B1–B4) as listed in the RFP.
• Pre-qualifications: registration on the Central Supplier Database (CSD) and SARS Tax Compliance status (PIN); foreign bidders must meet similar requirements.
• Briefing and site visit: Compulsory virtual briefing on 24 July 2026 at 11:00; compulsory site visit on 27 July 2026 at 10:00 at Erf 3045 Pietermaritzburg - FT/101 New England Road (GPS coordinates in the RFP). Attendance at both sessions is mandatory.
