Overview

The Department of Water and Sanitation invites bids for the supply and delivery of 25 MPa/19 mm ready-mix concrete for the Orange Vaal – Bucklands Canal Rehabilitation Project in Construction West, Northern Cape, for a 4-month period. Bidders should be ready-mix suppliers with cement supply compliance (NRCS), CIDB and CSD registrations, SARS tax compliance, and ability to meet strict local-content requirements (DTI Annexture C). Requirements

• Eligibility and compliance:
• Registered on the Central Supplier Database (CSD).
• Tax compliant with SARS; evidence or TCS status.
• In good standing with the Compensation Fund/COID insurer; CIDB registration if applicable.
• Attended compulsory clarification/site briefing (if applicable) and signed authorisations.
• Submit all required SBD forms and Annexures (A–S), including the Form of Offer, Declaration of Interest, and Preference claim (SBD 6.1, Annexures H–S).
• Cement and supply specifics:
• NRCS Letter of Authority for compliant cement (Annexure A).
• Letter from manufacturer confirming supply arrangements (Annexure C).
• Concrete mix design for 25 MPa/19 mm (Annexure D) with specified cement/ water ratio and slump criteria.
• Local content: 100% cement local content per DTI Annexture C (complete and submit; see local-content annexes and guidance: Annex C, Annex D, and guidance document).
• Pricing and evaluation:
• Follow 80/20 PPPFA: 80 for price, 20 for specific goals (women, disability, youth ownership, local Northern Cape, B-BBEE level 1–2).
• Complete, sign and submit required SBDs and annexures; price quoting in ZAR; 120-day offer validity.
