Overview

The supply and delivery of combat uniform and equipment for the City of Cape Town's Safety and Security Directorate (Metropolitan Police Services). This is an open, 36-month contract. Ideal bidders are established suppliers of combat uniforms and related equipment with manufacturing/testing capabilities, compliance with the SCM Policy, and capacity to brand, alter, and deliver at scale. A compulsory site visit/clarification session is required.

Requirements

• Compliance with the City’s SCM Policy and tender conditions; avoid conflicts of interest.
• Mandatory clarification meeting attendance; access to uniform samples and fabric swatches.
• Minimum functionality score: 60/100, based on experience and reference letters (Schedule F.13A/B).
• Mandatory technical returns: ISO/IEC 17025 SANAS-accredited test certificates, a valid product compliance certificate, and a Manufacturer’s Manufacturing Capability Report (min 80% rating).
• Letters of Commitment for branding and Authorisation for Alterations/Made-to-Measure; provide samples for listed items.
• Provide all returnable schedules (e.g., F13 series) and ensure completeness; two-envelope system not applicable.
• Registration requirements: CCT Supplier Database and National Treasury CSD; valid SARS Tax Compliance PIN.
• Health and Safety compliance under the Occupational Health and Safety Act; provide Health and Safety Plan if requested.
• Samples must be delivered by the deadline to specified address; samples may be retained.
