THE SUPPLY, DELIVERY, COMMISSIONING, AND SUPPORT OF FIBRE TERMINATION NODES AT FACT, FAGG, FAPE, FALE, FAEL, FABL, FAKM, FAUP AND AT THE ATA

Overview

ATNS seeks the supply, delivery, installation, commissioning, and ongoing support of Fibre Termination Nodes at FACT, FAGG, FAPE, FALE, FAEL, FABL, FAKM, FAUP and the ATA. The contract includes training, a 10-year maintenance and support arrangement, and decommissioning of existing nodes, with delivery across multiple sites via a fibre ring network. A mandatory briefing is planned, and responses must be submitted online via e-Tender (with physical submission still possible at ATNS Bruma). See Volume 1A and Volume 2-4 for scope and technical details.

Requirements

• Demonstrate ability to supply fibre termination nodes with ring topology, rolling out at the specified sites (FACT, FAGG, FAPE, FALE, FAEL, FABL, FAKM, FAUP, ATA) and perform FAT/SAT testing (Volume 2; Section 3.1).
• Provide comprehensive project management and systems engineering documentation: Project Management Plan, Master Schedule, WBS, Change Management, PM and SE plans, RTM, ICDs, SDR, V&V, ITC, CMP and related documents (Volume 3).
• Deliver Integrated Logistic Support: LSIP, LSP, Spare Parts, Test Equipment Plan, Documentation Plan, PHS&T, Training Plan, and a 10-year maintenance contract with inflation considerations (G5.x in Volume 1C; Volume 4 LS requirements).
• Include training for operators/maintenance and a decommissioning plan for existing nodes (Volume 2 Scope; Volume 4 LS).
• Comply with procurement formalities: bids in the required structure, SBD forms, separate Pricing Schedule envelope (Volume 1C), CSD registration, tax clearance, OEM authorisation if distributor, and JV/consortium declarations (Volume 1A).
• Address site-specific requirements: FALE, FABL, FAKM, FAUP, FAPE, FAGG, FACT, ATA site configurations and interface needs (Volume 2; site sections 6–14).
• Adhere to safety, security, data, and environmental standards (Volume 3-4; POPIA/Confidentiality implied in Volume 1A).

• Submission method: online via National Treasury e-Submission (e-Tender); physical submission to ATNS Bruma is also listed (Volume 1A). Emails are not accepted (Volume 1A).
• Documents to submit: Bidder Declaration and Structure form; SBD1, SBD3.2, SBD4 and other standard documents; Pricing Schedule in Volume 1C; complete Pricing Schedule accuracy is bidder’s responsibility (Volume 1A, Volume 1C).
• Registrations/pre-qualifications: CSD registration, SARS tax clearance, OEM authorisation if a distributor/reseller, and any required accreditation (Volume 1A).
