Overview

The Eskom tender seeks the Supply of Smart Meters for the Gauteng Operating Unit in the Distribution Division on a one-off basis, including the data-concentrator interface (G3-PLC/GSM). This is a closed tender (up to 20 suppliers) for a once-off order; suitable bidders include meter manufacturers, electrical equipment suppliers, and system integrators with ISO 9001-based quality management capabilities and Eskom SDL&I commitments (BBBEE, localisation, etc).

Requirements

• ISO 9001-based quality management and related Eskom quality requirements (Supplier Quality Management Specification 240-105658000 Rev 4; Quality Plans/Control) (see Quality.zip).
• Deliver Smart Meters with the specified DIN/G3-PLC interface and Data Concentrator (G3-PLC/GSM) as per technical scope (see tender documents; price schedule references).
• Compliance with Eskom Standard Conditions of Tender (Rev 12) and Eskom General Conditions of Purchase (Rev 3) (see Standard Conditions files).
• Complete and submit all annexures and forms: Annexures A–J, SBD 1, SBD 6.1, SBD 6.2, Bidders Disclosure, Local Content declarations, and the Price Schedule (Excel/PDF) and Scope of Work on Price Schedule (see Annexure listings and Price Schedule file).
• SDL&I requirements: BBBEE level 1–3 preferred; 51% black ownership emphasis; Enterprise Development (2% NPAT) and an ED plan within 8 weeks; incubate an SME from designated groups (see SDL&I Undertaking).
• Confidentiality and e-tendering prerequisites: sign Non-Disclosure Agreement (Annexure M); complete e-tendering training acknowledgement (Annexure K); adhere to e-tendering procedures (eTendering manuals in Annexures L/K).
• Additional procurement rules: bid through Eskom eTendering platform; TEAP-listed suppliers have clarifications deemed not applicable.
