Overview

Procurement of supply, testing, delivery and off-loading of Power Line Carrier (PLC) equipment on an“as-and-when required” basis over five years for NTCSA. Target bidders are manufacturers/integrators with PLC telecommunication and teleprotection capabilities, experience with NEC3 SC3 contracts, and the ability to meet Eskom’s quality, local-content and subcontracting requirements.

Requirements

• NEC3 Supply Contract (SC3) framework, with options for guarantees (Option X4 Parent Company Guarantee or Option X13 Performance Bond) (C1.3 SC3 Proforma Guarantees).
• Pre-contract award quality requirements (Category 1) and QA/ITP expectations, via QCP/ITP templates (Quality Plans) (240-68099512; 240-109253302).
• ISO 9001 quality management and related standards references; environmental and safety planning (EMS/EMPr) and site QA controls.
• Local content in designations sectors: SBD 6.2 declaration; 100% local content for designated steel components; Annex C/D/E templates required (1.0 NTCSA ITT Annexure G1 SBD 6.2; Annex C–E) .
• CIDB and social/economic commitments: CIDB training requirements; mandatory subcontracting of at least 30% where feasible for large contracts (SDL&I input).
• Subcontracting integrity: 100% sub-contracting prohibited; applicable subcontracting rules and NIPP considerations for international components.
• Documentation: Bidder must provide SBD 6.2 declarations, pricing data (C2), form of offer/acceptance (C1.1), data by supplier (C1.2B), contract cover pages (C0), and proforma guarantees (C1.3) (C1.1, C1.2B, C0, C2, C1.3).
