Overview

Three-year contract for development, customization, and implementation of an Expected Credit Loss (ECL) model in terms of GRAP 104. Open to SAICA-registered accounting firms with municipal GRAP experience; lead company/team must demonstrate project-specific GRAP/GRAP 104 expertise and a municipality with an unqualified audit where GRAP 104 was implemented.

Requirements

• Eligibility: Entities registered with SAICA.
• Functional evaluation (from Grap 104 Tender Doc 27 MAY 2026.pdf):
  • Lead company experience: 25 points
  • Lead team leader/manager experience: 25
  • Lead team members experience: 20
  • Unqualified municipality audit where GRAP 104 revised implemented: 30
• Specific documents (compulsory if price ≥ R10M): Audited AFS, MBD5, SAICA registration, tax clearance, CSD registration, rates clearance, COIDA, professional indemnity, etc.
• Other: No briefing session; mandatory database registration; penalties for delays; right to reject any bid; confidentiality and ownership of transferred know-how.
• Evaluation uses 80/20 price-to-preferences split plus specific goals (BBBEE, locality, SMME/RDP) as defined in the PP Regulations.
