Overview

Procurement of a three-year contract to update and maintain the City of Mbombela’s immovable asset register, targeted at asset-management professionals with GRAP, CIDMS, and mSCOA expertise (see COM129-2025 THREE YEAR CONTRACT FOR UPDATING AND MAINTENANCE OF IMMOVABLE ASSET REGISTER.pdf).

Requirements

• Demonstrated experience updating immovable asset registers for municipalities with asset portfolio carrying value ≥ R2 billion (include appointment letters, reference letters, and an AGSA PPE note).
• Key personnel with:
  • Asset Management Specialist (Pr.Eng) with ≥5 years’ experience
  • Head of Asset Accounting (CA(SA)) with ≥5 years
  • Lead for electrical assets (engineer) with ≥5 years
  • Lead for roads/storm water assets (civil engineer) with ≥5 years
  • Lead for Water & Sanitation assets with ≥5 years
  • Individual responsible for current replacement cost (CRC) updates with ≥5 years
• Skills transfer: formal skills transfer plan with periodic progress reporting; comprehensive CVs, IDs, qualifications, and professional registrations; detailed implementation methodology; and a skills transfer progress report.
• Deliverables: GRAP-compliant immovable asset register (including servitudes), annual GRAP reviews, asset additions/disposals/derecognitions, compliance with mSCOA (7 segments), support during audits, and data in a format compatible with the municipality’s Financial System; impairment reporting and comprehensive impairment assessments.
• Compliance: adherence to GRAP, CIDMS, CIDMS-based asset unbundling, and compulsory documentation; no disqualifying affiliations.
• Evaluation: minimum functionality threshold of 80/100; evidence per the specified criteria; B-BBEE points as applicable.
