THREE-YEAR CONTRACT: PROVISION OF AN ORGANISATIONAL AND INDIVIDUAL PERFORMANCE MANAGEMENT SYSTEM AND RELATED PROFESSIONAL SERVICES FOR uMLALAZI MUNICIPALITY.

Overview

Three-year contract to provision and implement an Organisational and Individual Performance Management System and related professional services for uMlalazi Municipality. Target bidders are firms with municipal PMS expertise (system integration, training and support) and appropriate registrations. The award uses an 80/20 price-governed system with 20 points for specific goals, 30 for bidder experience and 50 for key personnel; bid validity is 90 days.

Requirements

• Mandatory documentation and pre-qualifications (Tax Clearance, CSD registration, Proof of Central Supplier Database registration, Rates Clearance, Workmen’s Compensation, Audited AFS if >R10m, MBD declarations, Declaration of Interest, Declaration of SCM practices, Independent Bid Determination, OHSA section 37(2), record of addenda, authority to sign).
• Compliance and registrations (VAT status, compliance with MFMA/IDP/MSA frameworks, OHSA and COIDA requirements).
• Financial/contract prerequisites (Performance security 10% of contract value within 30 days of award; 30-day payment after valid invoice; price schedules include VAT; provisional sums are estimates).
• Evaluation criteria (Bidder experience 30; key personnel 50; specific goals 20; price and goals total 100).
• Miscellaneous: 36-month contract duration; no briefing session; penalties for late delivery (10% of invoice); canvassing prohibited; right to award in whole/part; mandatory CSD registration for successful bidder.
