Overview

Three-year contract to supply and fit a Vehicle Monitoring, Tracking and Fleet Management System for uMlalazi Municipality (approx. 88 vehicles). Target bidders are service providers with VESA registration, proven telematics installation and support capability, 24/7 control-centre operations, and relevant compliance (e.g., PSIRA considerations for technicians). This is an Open-Tender with compulsory briefing and a 80/20 price-to-goals evaluation.

Requirements

• Eligibility: Companies must be registered and in good standing with Video Electronics Standards Association (VESA).
• Mandatory submissions: Tax clearance, CSD registration, proof of VESA registration, rates clearance, COID, etc. (see returnable documents).
• Personnel: Technicians may require PSIRA registration and security-grade credentials where applicable.
• Contract terms: 36-month delivery/implementation; service levels, warranties, and confidentiality obligations; 24/7 support and on-site collaboration.
• Evaluation: Price (80 points) and Specific Goals (20 points) under Preferential Procurement Regulations 2022; mandatory briefing attendance; adherence to contract/scope.
• Documentation and governance: Final contract to be governed by a Service Level Agreement; adherence to audit/record-keeping and data security requirements.

• Key dates: Compulsory briefing on 06 October 2026 at 10:00 (venue: 11 KV Challenor Street, Eswe; briefing is mandatory) and Closing date 20 October 2026 at 12:00.
• How to submit: Sealed tender to Municipal Manager, uMlalazi Municipality; hand-deliver to the Tender Box at the SCM Offices, KV Challenor Street, Eshowe.
• Documents to submit (compulsory): Proof of purchase, attendance certificate for briefing, valid tax clearance, company/CC/partnership registrations and directors’ IDs, CSD registration, Rates Clearance, COID, PPR 2022 points form, verification for specific goals, declaration of interest, SCM practices, Independent Bid Determination, authority to sign, MBD5 (>R10m), audited financials if applicable, VESA registration copy, ICASA license, PSIRA certificate (where applicable), ISO 9001 (where applicable), record of addenda, and any amendments.
• Pre-qualification: Registration on Central Supplier Database (CSD) and proof of municipal rates clearance may be required; data base registration should be completed before award.
• Pricing: Complete the pricing data; prices should cover vehicle tracking units (per vehicle), driver tags, implementation/setup, fleet-management system, reporting, and any add-on services; CPIX-based annual escalations capped at 10%.
