Overview

Three-year panel for civil engineering contractors – CIDB 1 CE/GB/SB/SQ only, to provide civil engineering infrastructure services for uMlalazi Municipality. Eligible bidders are CIDB-registered contractors in good standing with CIDB grading 1 CE/GB/SB/SQ (or equivalent), and should plan for a 3-year engagement across uMlalazi wards. The tender is open (Open-Tender) with a compulsory briefing and in-person submission at Esowee (Esshowe).

Requirements

• CIDB registration: 1 CE/GB/SB/SQ and in good standing.
• Eligibility: contractor must be CIDB-registered for the specified categories to submit.
• Mandatory briefing attendance; proof to be submitted (Certificate of Attendance).
• Registration on Central Supplier Database (CSD) and maintained; proof to be provided.
• Tax compliance: valid original Tax Clearance Certificate.
• Municipal rates/taxes: proof of up-to-date municipal rates and service charges; or rate clearance documentation.
• COIDA worker compensation registration.
• CIDB registration certificate and company documentation (certificates, IDs of directors, JV agreements if applicable).
• Returnable documents: proof of document purchase (if applicable), MBD forms, prior statements as requested.
• Audited annual financial statements (> R10 million) if applicable; MBD5 declaration for procurement above R10 million.
• Preference points: be prepared to claim specific goals under the 80/20 or 90/10 system (ownership, empowerment, RDP, local enterprise goals) with appropriate supporting documents.
• Optional but possible: disclosure and agreements around subcontracting, skill transfer plans, and related contract administration requirements.

How to Apply

• Submission deadline: 05 August 2026 at 12:00 (hando-delivered) (see attached for exact tender number and description).
• Briefing: compulsory briefing on 21 July 2026 at 10:00, venue 11 KV Challenor Street, Eshowe (address in document).
• Submission method: sealed tender in an envelope endorsed with tender number, placed in the Tender Box at the SCM offices, KV Challenor Street, Eshowe; late tenders will not be considered.
• Tender documents: available on the E-Tenders Portal at no cost; if purchased, collect from uMlalazi Municipal offices (Financial Services Revenue), from 07 July 2026 to 20 July 2026, cost R1000 (non-refundable); payment by EFT; proof of payment required.
