Overview

Three-year panel of CIDB 4-9 CE/GB contractors to deliver civil engineering works (roads, bridges, sport facilities and community halls) for uMlalazi Municipality. Eligible bidders are CIDB-registered contractors in the CE/GB range, with local presence and capacity to execute multiple project types over 36 months. Compulsory briefing 18 Aug 2026; closing 1 Sep 2026.

Requirements

• CIDB registration: 4-9 CE/GB (CIDB certificate required).
• Tax and regulatory compliance: original Tax Clearance Certificate; Proof of COIDA registration; Proof of CSD registration; Rates/municipal clearance certificate.
• Financial capacity: Audited annual financial statements if offer > R10 million; MBD5 declaration if applicable.
• Company/JV documentation: Registration certificates for company/CC/partnership/JV; ID documents for directors; Joint Venture agreement if applicable; Power of Attorney.
• Tender administration: Proof of purchase of tender documents; Proof of attendance at compulsory briefing; Record of addenda; Certificate of authority to sign documents; Declarations of interest and past SCM practices; Certificate of Independent Bid Determination.
• Other: Minimum required staff and resources (Contract Manager, Site Agent, Forman, Health & Safety Officer) and evidence of skilled personnel; OHSA compliance; 10% performance security; Insurance and warranty requirements.

How to Apply

• Briefing: compulsory briefing on 18 August 2026 at 10:00, 11 Challenor Street, Eshowe (15 minutes grace). (see GRADE 4-9 - PANEL OF CONTRACTORS FINAL DOC.pdf)
• Submission: hand deliver sealed tender in an envelope endorsed with the tender number to the Municipal Manager, by 12:00 on 1 September 2026; tender box at SCM offices, KV Challenor Street.
• Documents to submit: returnable and schedule documents (see 2.6) including proof of purchase, briefing attendance, tax clearance, CIDB certificate, CSD, Rates Clearance, COIDA, CIDB registration, MBD forms, declarations, and any project-specific documents.
• Documents to obtain: tender documents (R1000, non-refundable; available 03–17 Aug 2026; collect at Financial Services Revenue, Eshowe; EFT payments accepted).
• Registration: mandatory data-base registration and CSD prequalification; ensure CIDB 4-9 CE/GB on returnable forms.
