Overview

Three-Year panel of contractors for heating, ventilation, and air conditioning (HVAC) and refrigeration services – CIDB 2 ME or higher. The contract covers servicing, maintenance, repairs and installation of HVAC and refrigeration systems across uMlalazi Municipality buildings over 36 months. Eligible bidders must hold CIDB 2 ME or higher and be in good standing; there is a compulsory briefing and a local-preference component.

Requirements

• Eligibility: CIDB grading 2 ME or higher and in good standing; ability to service multiple sites; local presence preferred.
• Qualifications and capabilities: qualified, trade-tested refrigeration technicians; personnel certified in refrigerant handling; quality management system; ability to deliver across wards.
• Documentation and pre-qualifications (returnable documents): proof of purchase; certificate of attendance at compulsory briefing; valid tax clearance; company/CC/partnership/JV documents and IDs of directors; proof of CSD registration; Rates Clearance; COID/workers’ compensation; CIDB registration; audited financial statements if >R10M; MBD5 declarations; record of addenda; authority to sign; etc.
• Evaluation: based on returnable documents and functionality; local-goals preferences apply (80/20 or 90/10 weighting depending on contract value); 80/20 presumed for this panel context with 20 points for specific goals.
• Other: 10% performance security; compliance with OHSA, SANS, and environmental/refrigerant regulations; 24/7 emergency response capability; rotation of works orders; skill transfer obligations.

How to Apply

• Submission deadline: 12:00 on 07 August 2026; bids must be hand-delivered to the Tender Box at the SCM offices, KV Challenor Street, Eshowe.
• Briefing: Mandatory briefing session on 23 July 2026 at 10:00, KV Challenor Street, Eshowe (15 minutes grace; further participation after permitted window prohibited). Include Attendance Certificate (document B) with bid.
• Submission method and documents: sealed hard-copy Tender Documents; complete all returnable/schedule documents; pricing schedule must be fully completed and inclusive of all costs; include proof of purchase if documents were bought from the municipality.
• Registrations/pre-qualifications: mandatory CIDB registration (2 ME or higher); Central Supplier Database (CSD); Tax Clearance; Rates Clearance; COIDA; CIDB; etc. See documents for specifics (Document filenames indicate attached schedules and forms).
• Where to obtain documents: tender documents are available on the E-Tenders Portal at no cost; collection in person from the Municipal offices, Financial Services Revenue Section, Hutchinson Street, Eshowe (07 July 2026–22 July 2026); non-refundable fee of R1000 (paid by EFT).
• Additional: The contract includes rotation of works orders and project-specific pricing, with formal purchase orders required for each assignment. A 120-day validity period for bids is indicated.
