Overview

The Railway Safety Regulator seeks quotes to assist with the implementation of its Five-Year Human Capital Development Plan activities. Suitable bidders are service providers with expertise in HR development, leadership development, competency frameworks, training design, and related HR policy work, and must meet administrative requirements (CSD, tax clearance, BBBEE, CIPC).

Requirements

• Demonstrated understanding of the scope and a detailed methodology/project plan (as per the RFQ) (RFQ for Human Capital Development Plan.pdf).
• Administrative/compliance documents: CSD registration, VAT-inclusive quotation, Tax Pin & Tax clearance, completed SBD forms, BBBEE certificate or valid sworn affidavit, CIPC registration, company owner ID copies, medical certificate, SASSA/NCPPDSA registrations where applicable (RFQ for Human Capital Development Plan.pdf).
• Capability to deliver phased deliverables including leadership frameworks, training materials, external tool training concepts, and succession/policy development (RFQ for Human Capital Development Plan.pdf).
• Experience requirements: project leader with HC development implementation experience; CV demonstrating relevant years (points allocated in evaluation).
• Evaluation criteria: 70-point minimum to progress to price/goal scoring; methodology (40), company profile (10), trade references (20), project leader capacity (30); specifics on specific goals (EME/QSE ownership, BBBEE, etc.) as applicable (SBD 6.1).
