Overview

OBP seeks to establish a panel for the supply and delivery of sterile plastic vaccine bottles in four sizes (5ml, 10ml, 50ml, 100ml) at the OBP site for a five-year term. The RFQ invites suppliers and manufacturers to provide sterile bottles, submit samples, and register on OBP’s e-Procurement portal. Evaluation uses PPPFA rules (price and specific goals). The panel starts after initial testing and may be followed by an audit of selected suppliers’ premises/QMS.

Requirements

• Distributors must provide a letter of authority from their suppliers to distribute vials.
• Manufacturers must provide CIPC registration documents.
• New suppliers must submit sterile samples for each item before closing.
• Complete SBD4 Bidder’s Disclosure; register on CSD; be tax-compliant.
• Register on OBP’s E-Procurement portal; login credentials issued after approval; upload all attachments.
• Government procurement terms apply; General Conditions of Contract July 2010.
• Preference points: 80/20 or 90/10 depending on rand value; evidence for specific goals (BBBEE 51% black ownership; 30% women ownership; disability note) required.
• Gamma irradiation: minimum dose 8 kGy; certificate required.
• Certificate of conformance/analysis for each consignment.
• OBP will audit supplier premises/QMS for those whose samples pass; audit plan provided beforehand; successful audit required for panel inclusion.
• OBP packaging/QA specifications for HDPE bottles and related requirements (per attachments).

• Submission deadline: 2026-12-04 14:00; method: online submission via OBP’s E-Procurement portal (no email submissions).
• Documents to submit: completed SBD4; CSD registration proof; VAT status; CIPC and distribution/authorization letters as applicable; BBBEE documentation; quotation on company letterhead in PDF (see PM-ME-002-F001).
• Pre-qualifications: CSD registration and tax compliance; OBP account on the e-Procurement portal.
