Overview

To provide Guarding Services for the South African Post Office – KwaZulu-Natal Province for a maximum of twelve months. Bidders should be security service providers that are PSIRA-registered (Grade B or C, armed/unarmed as applicable), with a valid PSIRA certificate and good standing, and capable of operating a KwaZulu-Natal footprint including an Operational Branch, secure Firearm Vault/Armoury and dedicated Control Room. Pricing must cover all SAPO facilities in the province (see Annexure A) and meet BBBEE-specific goals. The contract is month-to-month up to 12 months, with 12-hour shift deployments and real-time monitoring requirements (see attached documents).

Requirements

• PSIRA registration for at least 1 year before bid closing; PSIRA certificate valid on closing; PSIRA Statement of Good Standing.
• Operational Branch in KwaZulu-Natal with Secure Firearm Vault/Armoury and dedicated Secure Control Room, PSIRA-registered staff, 24/7 operations.
• Firearm competency certificate for Armoury Manager; documented Firearm Handling Procedure; Firearm inventory with valid permits; Firearms Register.
• 12-hour shift deployments (06:00–18:00 and 18:00–06:00), including weekends and public holidays; three site visits per shift by a supervisor.
• Electronic guard monitoring system with real-time patrol recording; missed patrol alerts to Control Room; auditable patrol logs.
• Detailed incident reporting within 24 hours; Occurrence Books; monthly security risk assessments; regular patrols.
• Compliance docs: SBD1/SBD4, CSD registration, tax compliance PIN or CSD number, COIDA/Workers’ Comp, BBBEE documentation.
• Due diligence rights for SAPO to verify Armoury, Control Room, firearms, communications, safety procedures, and site readiness.
