Overview

This tender intends to appoint a guarding services provider to supply Guarding Services for the South African Post Office – KwaZulu-Natal Province for a maximum of twelve months. Bidders should be PSIRA-registered security companies capable of Grade B or Grade C guarding (armed/unarmed), with PSIRA good standing, and at least one year of guarding experience. The contract requires 12-hour shifts, full facility pricing per Annexure A, and comprehensive security infrastructure (control room, firearm vault, electronic patrol system). Mandatory briefing is on 07 July 2026 (Zoom), with bids due 24 July 2026 (11:00), hand-delivered to SAPO SCM.

Requirements

• PSIRA registration for at least 1 year and valid PSIRA membership certificate; PSIRA Statement of Good Standing.
• Ability to provide Grade B (Unarmed) or Grade C (Armed/Unarmed) guarding as per Annexure A.
• Minimum 1 year guarding experience in the last 2 years; client proof via Annexure BR.
• Operational footprint in KwaZulu-Natal: at least one branch with Secure Firearm Vault/Armoury and dedicated Secure Control Room (proof via documentary evidence) (5.2.3, 5.2.4–5.2.8).
• Firearm competency for Armoury Manager; documented Firearms Handling Procedure; firearms permits and inventory registers; Firearm Vault and Armoury compliance (5.2.4–5.2.6, 5.2.12–5.2.16).
• Central Supplier Database (CSD) registration; SARS Tax Compliance PIN (or CSD number); COIDA registration; SBD1/SBD4 forms; BBBEE documentation; adherence to SAPO policies and due diligence readiness (5.2.11–5.2.14; 5.3–5.4).
• Electrical/monitoring systems: electronic patrol system with real-time patrol recording and control room integration; 24-hour control room operations; incident reporting within 24 hours; monthly security risk assessments (4.5, 4.7, 4.11–4.16).
• BBBEE: 51%+ Black-owned, 51% Youth-owned, 51% Women-owned, 1% disabled, with supporting certificates or sworn affidavits.
