Overview

Procurement of a Transaction Advisor to conduct legal and regulatory feasibility studies, review and update existing feasibility studies, prepare the procurement documents for the private sector partner, and support commercial and financial close activities for the Richards Bay Dry Bulk Terminal Project. Open to SA and international bidders with infrastructure/PPP advisory, legal/regulatory feasibility, procurement documentation, and financial close capabilities.

Requirements

• Demonstrated experience as a transaction advisor on large-scale infrastructure/port projects, delivering legal/regulatory feasibility, procurement documentation, and financial close support.
• Ability to manage procurement processes end-to-end and draft procurement documents for a private sector partner.
• Knowledge of SA regulatory environment and DBSA procurement processes (GCC, contract frameworks) and ability to support commercial and financial close.
• Compliance requirements: registration on the Central Supplier Database (CSD); tax clearance; B-BBEE certificate or sworn affidavit; and other statutory prerequisites.
• For consortia, lead entity designation and party-by-party tax/CSD/B-BBEE requirements.
