Overview

Procurement of NEC3 Term Service Contract for design, supply, repairs, modification, installation, testing and commissioning of traction (3KV DC) and distribution (11 KV & 6.6 KV AC) substations on an as‑and‑when required basis for 24 months in the Central & Container Corridors. Open to bidders with NEC3 Term Service Contract experience, electrical/civil engineering capability, CIDB classification, and the standard tender pre‑qualification documents (Returnable Documents, professional registrations, and local-content requirements). Requirements

• Compliance with NEC3 Term Service Contract (NEC3 CPM 2020 Rev01/05 data) and related contract data.
• CIDB classification and pre‑qualification documentation; local content requirements (CIDB SFU Annex G, Annex C/D/E) as applicable.
• Returnable documents and evidence: attendance at compulsory clarification meeting; service plan; CVs and registrations with applicable professional bodies (e.g., ECSA for Electrical/Civil engineers); project organogram; method statement; risk and safety management, environmental management; letters of good standing; insurance and performance guarantees; three years of audited financial statements.
• Health, safety, risk and site establishment considerations (as listed in the Returnable Schedules).
• Other pre‑qualification and governance documents (Non‑Disclosure, POPIA, Supplier Code of Conduct, etc.).

• Briefing: compulsory Clarification Meeting on 08 October 2026 at 10:00, 138 Eloff Street, Johannesburg (attendance required). (see T1.1 Tender Notice)
• Submission deadline: closing date and time 29 October 2026 at 12:00. (see T1.1)
• Submission method: electronic submissions via the Transnet e‑Tender Submission Portal (transnetetenders.azurewebsites.net). Upload multiple documents; allow time to upload (a day ahead recommended). (see T1 Tender Notice)
• Documents to complete/submit: Form of Offer and Acceptance (C1.1); Contract Data (C1.2); Pricing Data (C2); Service Information (C3); Returnable Documents (T2.1/T2.2); and supporting schedules (e.g., T2.2-01, T2.2-04 to T2.2-10, T2.2-17 to T2.2-28) as applicable.
