Requirements

• CIDB: Registration 5GB or higher (joint ventures allowed with combined 5GB+); active CIDB certificate.
• Administrative: CSD full report; consolidated CSD for JV; valid tax clearance with PIN; proof of tender document purchase; CIPC certificates; original IDs for all members.
• Mandatory: COIDA certificate; completed SBD 1, SBD 4, and SBD 6.1; Certificate of Authority for Signatory; JV agreement (if applicable); Bills of Quantities with 15% VAT.
• Insurances: Public liability (R5M+); professional indemnity (R5M+, cover for all disciplines).
• Technical: CVs and original certified qualifications for listed disciplines (Construction Project Manager, QS, Civil/Structural/Geotechnical Engineers, OHS Manager) per disciplines; 1 resource CV per discipline assessed.
• Other: Attendance at compulsory site briefing; CIDB/registration and supporting documentation must be current; minimum functionality threshold 70% to proceed to price/preferential evaluation; specific goals (women, youth, PWD, Black people) for preferential scoring.
• Evaluation: Stage 1 functionality (max 100 points); Stage 2 80/20 preferences vs price; total 100 points; minimum 70% required to proceed.
