Overview

Procurement of Universal Ballot Templates (UBT) – Cardboard Version for the 2026 Local Government Elections, in two sizes: 165mm x 620mm (single column, up to 48 candidates) and 305mm x 620mm (double column, up to 96 candidates). Bidders must be braille-printing specialists with direct control of design and production, supply 34,000 units of each size, and deliver to the Electoral Commission’s Centurion warehouse by 21 October 2026. Requirements

• Established braille printing operator with direct control over design/production; subcontracting allowed only with written contract if applicable.
• Ability to produce two template formats: vertical folder with fold on the right; semi-rigid cardboard; 165x620 (single) and 305x620 (double); two design types.
• Window cut-outs positioned per spec, with 8mm from folded edge, 10x13mm holes, Braille beside numbers, diagonal top-right corner for tactile orientation, and a mechanism to prevent movement.
• Printing/marking: template marked IEC LGE 2026 and Electoral Commission logo; large-print, high-contrast digits; Braille for accessibility.
• Quantity and delivery: 34,000 units of each size; delivery to Electoral Commission warehouse by 21 Oct 2026; packs of 10, pallets details, and delivery notes requirements.
• Compliance: prices include VAT and delivery; adherence to SBD4, tax compliance, CSD registration; due diligence and quality inspections; no post-auction price changes.
