Overview

Appointment of a service provider to support Ingonyama Trust in budget reform and implementation of the Standard Chart of Accounts (SCOA). The RFQ seeks professionals with public-sector budgeting, financial information architecture, and budget-to-GL reporting expertise to collaborate over a four-week period. Bidders must be CSD-registered, tax-compliant (PIN), and may need separate TCS/PINs for each JV/consortium party. Requirements

• Compulsory phase-one documents: duly completed SBD, company profile, three references, proposed reform methodology, four-week work plan, proposed team CVs (3–5+ years), key outputs/outcomes, assumptions, financial proposal, CSD not older than 2 months, valid SARS Tax Compliance PIN, company registration documents.
• Capabilities: budget reform, financial management, performance accountability; end-to-end budget reform; public-sector budgeting; financial information architecture; GL and financial reporting; budget-to-actual monitoring; budget process redesign; budgeting tools.
• Evaluation: 80/20 preference system; 20 points for specific goals (e.g., 100% black ownership). Required proof: CSD, company registration, ID copies.
• Compliance: no state service employees; each JV/consortium party must provide separate TCS/PIN or CSD as applicable.
