Overview

Upgrade of the emergency power distribution system for NHLS SAVP Block 14, including service and maintenance for five years. This construction tender is directed at electrical/contracting firms with CIDB 4EB+ capacity; scope includes upgrading power distribution plus five years of service/maintenance. Requirements

• CIDB: 4EB or higher; single entities or qualified joint ventures with CIDB-compliant partners.
• Mandatory: attendance at the compulsory briefing; compliance with SBD forms and GCC/SCC; agreement to Special Conditions.
• Key personnel (CVs and registrations): Master Electrician with a wireman’s license; Project Manager with SACPCMP qualification; 2 electrical artisans; Safety Officer with approved safety qualification; consent to use personal data.
• Administrative: proof of CIDB registration; SARS PIN/tax compliance; CSD registration (MAAA); COIDA good standing; Form of Authority to Sign; SBD 1, SBD 4, SBD 6.1; JV agreements if applicable; reference letters (3 x >R5m, within 5 years).
• Technical/experience: minimum 3 reference projects of similar scope and value; health and safety plan; proof of public liability insurance; experience letters with project details.
• Compliance: Tax/compliance status; CIDB and construction contractor registration; no state servant conflict; integrity declarations.
• Evaluation: 80/20 price vs Specific Goals; 20 points for BBBEE/specific goals (e.g., 51% Black ownership, EMEs/QSEs); documentation to verify goals required.
• Site/contract: adherence to SANS 0142, OHS/COIDA, and provision of as-built drawings and O&M manuals; 12-month defect/maintenance warranty. (All from RFB005/25/26 package)
