Overview

Upgrade of Road M89 in Ward 18 (France) in Msunduzi Municipality – a CIDB 6CE+ construction tender inviting qualified road/earthworks contractors to bid. The contract is a two-stage procurement with functionality and a price-based stage, under OSS rules including local/black-owned targets.

Requirements

• CIDB: Contractor Grading 6CE or higher.
• Complete and submit all mandatory data sheets and forms (e.g., MBD data sheets), fully signed, with Commissioner of Oaths where applicable.
• Valid Tax Clearance Status Verification Pin; CSD Supplier Number and Unique Registration Reference Number.
• Pricing must be VAT inclusive (prices include VAT regardless of vendor VAT status).
• Attendance at compulsory Site Briefing/Site Inspection and submission of the relevant certificate.
• Compliance with National Treasury/PPP rules and municipality conditions, including environmental, health and safety, and adherence to standard tender/contract conditions.

• submission method: hard copy and CD/USB Flash Drive in sealed envelopes, marked with “SCM 6 OF 26/27” and the contract description, placed in the Central Stores Tender Box (2 Abattoir Road, Pietermaritzburg).
• documents to submit: completed Tender Form; Pricing Schedule; Annexures A–G; MBD forms (e.g., Declaration of Interest, Past SCM Practices, Independent Bid Determination); Tax Clearance PIN; CSD details.
• registrations/pre-qualifications: CIDB 6CE+, CSD registration, SARS Tax Status; CIPC and related registrations as applicable.
• briefing: compulsory Tender Briefing/Site Inspection on 19 August 2026 at 10:00, Auditorium 1, Bessie Head Library, Pietermaritzburg.
• bid documents access: download from etenders portal; hard copies at SCMU offices (non-refundable deposit R1,376.98 including VAT) for each document.
