UPGRADING OF IMARORO - MASHURU - ISARA ROAD - PHASE IClosed

Overview

Open tender for the Upgrading of Imaroro - Mashuru - Isara Road – Phase I, including road and bridge works, funded by the Government Development Fund. Bidders must be registered with the National Construction Authority (NCA) in Category 1 (domestic) or equivalent for foreign contractors; NCA registration is required before contract signing. Joint ventures are allowed under specified conditions. A mandatory pre-tender site visit is required, and all tender documents must be serialized. Requirements

• Mandatory submissions with bid:
  • Copy of Certificate of Incorporation or Compliance (foreign)
  • Copy of Valid NCA Annual Practising Licence (civil/highway)
  • Copy of Valid Tax Compliance Certificate
  • Copy of CR12 (dated within 6 months)
  • Serialise all pages of the bid
  • Tender Security (Unconditional Bank Guarantee)
• Other key criteria:
  • Similar previous experience; equipment holding; professional/technical personnel
  • Current workload, litigation history, sworn affidavit (dated within 3 months)
  • Eligibility rules (no multiple tendering by same directors; NCA registration; compliance with PPADA and Competition Act)
  • For JV: executed JV agreement detailing obligations; representative named; dispute resolution
  • 40% local content for foreign bidders; evidence required (Section 3.10)
  • Local/nationality and debarment checks; NCA registration before award
  • Site visit participation and one technical representative with minimum B.Sc./B.Tech in Civil/Highway Engineering

How to Apply

• Attend mandatory pre-tender site visits (as per Detailed Tender Notice: KeNHA/2978/2026) (DETAILED TENDER NOTICE).
• Prepare and submit:
  • Form of Tender, priced Bills of Quantities, Tender Security, Joint Venture documents if applicable, authorization, qualifications, and technical proposal (Section II–IV).
• Submission method:
  • Sealed envelope with ORIGINAL and COPIES, or as otherwise specified; deliver to Deputy Director, Supply Chain Management, KeNHA, Barabara Plaza, JKIA, Nairobi (Tender Box) (or as per TDS).
• Closing date/queries:
  • Closing date/time per detailed notice (DETAILED TENDER NOTICE: 23 July 2026 at 11:00 AM; metadata lists 29 July 2026 22:00 as a conflicting datum). Questions to procurement@kenha.co.ke; addenda issued as needed (through Addenda per ITT 8).
• Documents to complete (illustrative):
  • Form of Tender, Schedules, Tender Security, JV documents (if applicable), authorization letter, qualifications, conformity (technical proposal), and any other ID documents as required by the TDS.
